US President Donald Trump has signed a bill on sanctions against Russia, known as the bill of the late Senator Lindsey Graham.
“On Friday, September 18, 2026, the President signed into law H.R. 5334, the Lindsey O. Graham Russia-Iran Sanctions Act of 2026, which authorizes and expands the sanctions, tariffs, and prohibitions against Russia and extends existing sanctions against Iran,” the White House said on its website.
The document provides for sanctions against Russia’s top leadership, Russian oligarchs and their family members, companies in the banking and energy sectors, as well as vessels of the so-called “shadow fleet” of the Russian Federation.
Furthermore, the bill provides for sanctions against buyers of Russian oil and gas. The US President is given a mechanism to impose tariffs of up to 100% on goods from certain third countries.
“Hellish Sanctions” Against Russia – What is Known?
As a reminder, on September 16, the US House of Representatives passed a bill on “hellish sanctions” against Russia, co-sponsored by the late Senator Lindsey Graham. 262 members of Congress voted in favor of the bill, 159 against.
The document grants the US President the authority to impose tariffs of up to 100% on goods from countries that are among the five largest buyers of Russian oil and gas. Russian exports to the US will be subject to tariffs of up to 500%.
Critics of the bill point to the overly broad powers it grants Trump. Specifically, the American leader will be given the authority to make exceptions for Russia’s major trading partners with whom Washington is simultaneously negotiating larger trade agreements (for example, with China).
