The United States has called on some European Union countries to block plans to use frozen assets of the Russian Central Bank to secure a reparations loan for Ukraine.

Bloomberg reports this, citing European diplomats .

According to sources speaking on condition of anonymity, American officials convinced the Europeans that these assets were necessary to secure a peace agreement between Moscow and Kyiv. The Americans believe the assets “should not be used to continue the war.”

The US State Department press service did not respond to Bloomberg’s request for comment.

As a reminder, in December, European Commission President Ursula von der Leyen announced that the EC Board had approved the provision of a “reparations loan” to Ukraine using frozen Russian assets. According to the IMF, Ukraine’s needs in 2026-2027 will amount to €135 billion.

The European Commission also proposed an alternative option – a 90 billion euro euro loan, which could cover most of these costs.

The discussions come at a critical time for Ukraine, as the United States pressures Kyiv to agree to a peace deal with Moscow.

Previously, the Trump administration suspended most aid, shifting the burden to Europe. Ukraine therefore risks running out of funds as early as 2026.

Washington is also reported to be considering Russian assets as part of its proposals to secure peace talks with Moscow and is proposing to use them for investment after the war.

EU leaders, for their part, insist that the issue of using assets is a purely European matter, since frozen funds are primarily stored in Europe.
