In the first half of 2026, the level of support for the Armed Forces of Ukraine in all areas was only 15-20% of the real need, and problems with the NRC were critical.

This was stated by the former Commander-in-Chief of the Armed Forces of Ukraine , Oleksandr Syrsky , reports  Censor.NET  with reference to LB.ua.

According to Syrsky, the army lacked shells, pickup trucks, buggies, motorcycles, and especially ground robotic complexes.

Who is responsible for the situation?

When asked why this happened, Syrskyi replied that this was “a question primarily for the then Minister Mykhailo Fedorov .”

“The problems were: a campaign plan was approved for the 26th year. A number of operations were planned, some of which were mandatory. Some were planned to be carried out in accordance with the situation that could develop. Of course, the implementation of all these plans and our losses were primarily in people. Especially when the problem with the NRK in the first half of the year was critical ,” Syrsky emphasized.

The former head of the committee recalled that the “kill zone” today is about 30 kilometers, and 60% of logistics is carried out using ground robotic platforms.

The conflict between Fedorov and Syrsky

• As a reminder, Fedorov stated during his final press conference that he had a conflict with Commander-in-Chief Oleksandr Syrsky. According to Fedorov, he offered to replace Syrsky and Chief of Staff Andriy Gnatov, but the commander-in-chief, he said, “gave an ultimatum” and “figured out how to split the country.” 
• Amid rumors of the commander-in-chief’s resignation, the commanders of the Defense Forces began to issue public statements in support of Syrsky.
• Fedorov stated that during his tenure, the Ministry of Defense did not block the decisions of the General Staff and Commander-in-Chief Oleksandr Syrsky.
• Syrsky himself dispelled rumors about a personal confrontation with former Defense Minister Mykhailo Fedorov, calling the conflict a “surprise,” and denied accusations of sabotaging reforms.

Cabinet change, Fedorov’s resignation and a new prime minister

• On July 14, the Verkhovna Rada supported the resolution on the resignation of Prime Minister Yulia Svirydenko. The entire Cabinet of Ministers automatically resigned with her.
• On July 15, Mikhail Fedorov announced that he was resigning from his post as head of the Ministry of Defense.
• Actions in support of Mykhailo Fedorov took place in Dnipro, Rivne, Zaporizhia, Lutsk, Cherkasy, and other cities. Participants are protesting against his resignation.
• On July 16, the Verkhovna Rada voted to appoint a new Cabinet of Ministers of Ukraine . Prime Minister – Serhiy Koretsky.
• President Volodymyr Zelenskyy announced that he will nominate Yevheniy Khmara for the position of Minister of Defense of Ukraine . Prior to this, he instructed Khmara to perform the duties of head of the Ministry of Defense.
• Protests against Fedorov’s resignation continued in Ukrainian cities. In addition to demanding Fedorov’s reinstatement as defense minister, people demanded the dismissal of Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrsky.
• On July 21, President Volodymyr Zelensky dismissed Oleksandr Syrskyi from the post of Commander-in-Chief of the Armed Forces of Ukraine. He appointed General Mykhailo Drapaty instead.
