As Censor.NET reports , this is stated in his post on X.

According to a Kremlin representative, the “Graham Act” could effectively completely halt economic cooperation between Russia and the United States.

Dmitriev argues that such restrictions would cause serious harm, primarily to the American economy and global markets.

“The suspension of some provisions of the ‘Graham Act’ is an important and truly historic moment… Economic cooperation between Russia and the United States serves the interests of both countries, contributes to global economic stability, and lays the foundation for building trust and achieving lasting peace,” he wrote.

The Kremlin called for dialogue instead of sanctions

Dmitriev also stated that Russia and the United States do not need sanctions and confrontation, but dialogue and mutually beneficial cooperation.

“Instead of sanctions and confrontation, we need dialogue, mutually beneficial cooperation, and shared responsibility for global stability,” the Kremlin representative noted.
