Europe says it wants to ensure Ukraine’s stability on the battlefield, as well as in negotiations with Russia.
The European Union has decided to permanently freeze Russian assets, paving the way for a reparations loan for our country. This was announced by European Commission President Ursula von der Leyen.

“I welcome the Council’s decision on our proposal to continue the freeze on Russian sovereign assets. We are sending a clear signal to Russia: as long as this brutal war of aggression continues, the costs for Russia will continue to rise,” the President of the European Commission said.
She also noted that this is a powerful signal for Ukraine.
“We want to make our brave neighbor even stronger – both on the battlefield and at the negotiating table,” Ursula von der Leyen added.Read also:
The decision eliminates the need to vote every six months to extend the freeze on Russian assets, which required the unanimous approval of all EU member states.
In this way, the Europeans eliminated the risk that the Hungarian or Slovak authorities would derail the process by voting “no” and forcing the EU to return the funds to the Kremlin.
EU Council President António Costa, in turn , added that the EU will work on financing Ukraine in 2026-2027.
“At their October meeting, EU leaders committed to freezing Russian assets until Russia ends its aggressive war against Ukraine and compensates for the damage caused. Today, we fulfilled that commitment. The next step: meeting Ukraine’s financial needs for 2026-2027,” he wrote.
EU leaders are expected to make a final decision on whether to grant a reparations loan to Ukraine at the summit on December 18.
