Ukraine and Moldova will negotiate within the framework of one “package”.
The first negotiating cluster on the terms of Ukraine and Moldova’s accession to the EU will open on Monday, June 15. All EU countries have agreed to this. This was announced in a joint statement by European Council President António Costa and European Commission President Ursula von der Leyen.

“All member states have agreed to open the first cluster of accession negotiations with Ukraine and Moldova. At the first intergovernmental conference on Monday, we will open the cluster on fundamental issues—the foundations of the accession process,” the statement said.
It is noted that this cluster, in particular, covers issues of the EU’s core values and principles – from the rule of law to democratic institutions.
“Enlargement is a strategic choice. By bringing our countries closer together, we strengthen peace, security, and prosperity across our continent. In a world characterized by growing uncertainty, an enlarged European Union serves our shared interests,” the statement reads.
Prospects for Ukraine’s EU membership
As UNIAN reported, European Commissioner Marta Kos stated that Ukraine’s accession process to the EU does not provide for clear dates , but provided all obligations and reforms are fulfilled, Ukraine could be ready for membership by 2030.
After peace is achieved, the issue of Ukraine’s integration will become extremely pressing, with the EU considering ideas for a new enlargement methodology, in particular the concept of “associate membership.”
