The US President must agree with Ukraine on the reimbursement of economic assistance from Kyiv, it follows from the published text of the bill.

The US House of Representatives has published three separate bills to help Ukraine, Israel and allies in the Indo-Pacific region

According to The Hill, the Ukraine assistance bill requires the State Department and the Pentagon to present a US strategy to support Kyiv within 45 days of adoption, the document says. The draft law involves the allocation of $61 billion in connection with the war in Ukraine, incl. $23 billion to replenish US arsenals. The US House of Representatives project on assistance to Israel involves the allocation of $26 billion, incl. to counter Iran’s threats.

ATACMS transfer

In addition, the document instructs the US President to provide Ukraine with ATACMS missiles. As soon as practicable after the effective date of this Act, the President will transfer long-range tactical missiles to the Army and long-range tactical missiles to the Government of Ukraine to assist the Government of Ukraine. 

If the President determines that pursuing the transfer of Army Long Range Tactical Missile Systems to the Government of Ukraine would be detrimental to the national security interests of the United States, the President may delay such transfer and must notify the congressional committees thereof.  

Return of money

The US President must agree with Ukraine on the reimbursement of economic assistance from Kyiv, it follows from the published text of the bill. The confiscation of Russian assets is envisaged to cover expenses.

At any time after November 15, 2024, the President may, subject to congressional review provided by Section 508, cancel up to 50 percent of the total indebtedness incurred by Ukraine or expected to be [expended] by Ukraine with respect to economic assistance and related expenses. 

The President may, subject to congressional review under Section 508, cancel any remaining indebtedness to the Government of Ukraine under this section at any time after January 1.

Notwithstanding any other provision of law, before taking any action described in this paragraph, the President shall submit to Congress a written report describing the action and the reason for taking it.

What else will the funds be used for:

• $11.3 billion for ongoing US military operations in the region.
• $13.8 billion for the procurement of advanced weapons systems, defense goods and defense services.
• $26 million to continue oversight and accountability of assistance and equipment provided to Ukraine.

The bill also strengthens surveillance due to personal monitoring requirements and provides for an agreement on the return of funds for economic support to Ukraine from the United States.

Speaker Mike Johnson said the legislation would include a structure for relief loans, as well as improved strategy and accountability.

Later on Wednesday, Johnson said he plans to release the text of a fourth bill, which includes other national security priorities.
