The overwhelming majority of Russians (81%) are ready to support ending the war against Ukraine “as early as tomorrow,” according to a study by the Kyiv-based Institute of Conflictology and Analysis of Russia (IKAR). The survey was conducted by telephone from May 11 to 26 and included 1,600 respondents. According to the sociologists, the number of those wanting to end the war has reached its highest level since the beginning of the full-scale invasion of Ukraine by the Russian army. Since 2023, this figure has remained at 72-75%.
At the same time, the number of Russians who favored a war without a time limit and until complete victory decreased from 13% to 9%. This is the lowest figure since the start of hostilities. The survey also revealed that the war between Russia and Ukraine once again topped the list of pressing issues for Russians, surpassing low wages and high prices. Thirty-three percent of respondents named “war with Ukraine” as Russia’s main problem, while low wages and high prices were cited by 24% and 18%, respectively. “The war has once again gone from being a background event to becoming a significant factor in Russians’ daily lives,” noted IKAR experts.
Moreover, according to the survey, 58% of Russians believe that the president’s main priority in 2026 should be ending the war and improving the financial situation of Russians. At the same time, approximately three-quarters (73%) of respondents said they would not support the government’s decision to conduct a second wave of mobilization. Only 11% favor a second forced mobilization.
Respondents were also asked about internet restrictions. Sixty-seven percent of respondents opposed the blocking of Telegram, while 55% opposed the introduction of “whitelists.” “Dissatisfaction with such government actions is noticeable across various social groups, as the blocking disrupts their usual way of life, which has been shaped for years,” the researchers noted.
Over the past week, Vladimir Putin has twice stated his readiness to return to negotiations to end the war in Ukraine. On June 23, he proposed resuming dialogue based on the Istanbul agreements, taking into account the modalities discussed in Anchorage with US President Donald Trump and “ground realities.” On June 28, in an interview with Kremlin correspondent Pavel Zarubin, Putin emphasized his readiness to discuss with American representatives “all details, all modalities” for resolving the conflict.
At the same time, Putin spoke about Kyiv’s proposal to refrain from attacking each other’s territory and limit military operations to the Kherson and Zaporizhzhia regions, as well as the so-called “DPR” and “LPR.” Putin made it clear that he did not agree to this, claiming that such steps would give the Ukrainian army an advantage. He added that the primary objective for Russian troops and for himself was “the final liberation of Donbas and Novorossiya.”
