Large-scale construction is nearing completion at the site of the demolished main building of Vladimir Putin’s Sochi residence , Bocharov Ruchey, the BBC ‘s Russian service reports .

The publication’s journalists established that the work is being carried out under a state defense contract from the Federal Protective Service, and that the contractor is a company affiliated with a friend of the Russian dictator.

The publication reported that in 2024, demolition of the old buildings began at Bocharov Ruchey, Putin’s official residence in Sochi. By September 2025, a large pit had already been excavated in their place, and by the fall of this year, the roofs of the new buildings were already visible on satellite images. Moreover, they occupy a significantly larger area than the previous residence.

Journalists have discovered that the construction and reconstruction of buildings and structures of the Bocharov Ruchey Federal Protective Service is being carried out under a state contract with the 25-digit number 2327202903572000000000000.

It is explained that these are state defense contracts, the details of which are classified and not published in regular procurement registries.

However, according to journalists, the structure of the 25-digit identifier allows us to discover several important details about the contract. Specifically, the first four digits indicate the contract’s signing and expiration years: 2023 and 2027. Therefore, the contract for the work was signed before the demolition of the old residence.

The next three digits—202—are the FSO code, the customer of the work. The next digit identifies the type of procurement. In this case, the digit is 9, which stands for “other cases,” meaning the procurement does not relate to a tender, an auction, or a number of other procedures expressly specified by law.

The numbers 0357 are the customer’s contract number for this year. The next number, 2, denotes the fixed price.

The publication claims that the general contractor for the construction was the Transbudinvest Group of Companies (TSI Group), a legal entity registered in occupied Crimea.

According to journalists, its name appears in several legal disputes with subcontractors working in Bocharov Ruchey.

Construction began in 2025. At that time, one of the leasing centers announced that it had transferred excavators to a “construction company from Crimea” for the “reconstruction of the Bocharov Ruchey dacha.”

The publication reported that the general contractor outsourced a significant portion of the work to other companies, and that in the first months of construction, several of these contracts ended in conflicts and litigation.

According to available information, the Sevastopol-based design institute “Voenmorproekt-30” failed to meet its schedule in early 2025. Some ads directly mentioned Bocharov Ruchey, while in other cases, the connection to construction was revealed by the job description.

The publication noted that initially, the requirements for construction workers were consistent with the high status of the construction industry. For example, in the spring of 2025, only Russian citizens with no criminal records were sought for construction work. However, the requirements later became less stringent. Specifically, employers were also willing to hire citizens of Belarus, Kazakhstan, and Kyrgyzstan.
