True, there are good reasons to believe that it was the Russians themselves who tore it apart, trying to damage other people’s cables.

In the Baltic Sea, where NATO submarine cables have been mysteriously damaged several times , the submarine cable linking the Russian exclave of Kaliningrad with St. Petersburg has now been no less mysteriously torn.
As TASS reports with reference to the company “Rostelecom”, the cable was damaged “as a result of external impact” some time ago. Restoration work is currently underway.
The Finnish publication Yle specifies that the cable connecting Kaliningrad and St. Petersburg broke in Finland’s exclusive economic zone. Accordingly, repair work is being carried out there under the supervision of the Finnish Coast Guard.
It is also noted that the cable damage became known on December 27. Two days before that, several cables connecting Estonia and Finland were torn. At the same time, the Finnish authorities detained the Russian tanker Eagle S, whose crew is suspected of intentionally damaging underwater cables.
Finnish authorities have declined to comment on whether the Russians may have accidentally damaged their own cable that day, but Yle notes that the damaged Russian cable does indeed cross one of the Finnish cables that was torn in late December.
