4.5 billion dollars for 2024: Ukraine signed a security agreement with Japan

President of Ukraine Volodymyr Zelenskyi and Prime Minister of Japan Fumio Kishida in Italy signed a bilateral Agreement on support for Ukraine and cooperation between Ukraine and the government of Japan.

According to the press service of the President of Ukraine, this is the first security agreement concluded by our country to implement the Joint Declaration of the “Big Seven” with a non-NATO member country and a country in the Pacific region.

In particular, this type of agreement and level of support is unprecedented for Japan.

In this regard, it is said that the document fixes the main directions of long-term support from Japan in the field of security and defense, humanitarian aid, recovery and reconstruction.

“This year, Japan will provide our country with 4.5 billion US dollars and will continue to help throughout the ten-year term of the agreement. In general, the amount of aid provided by Japan since March 2022 will amount to more than 12 billion dollars,” the message emphasizes.

Also, the document provides for the transfer of non-lethal equipment to Ukraine, taking into account Japan’s constitutional restrictions, and establishes the further development of cooperation within the coalitions of capabilities of which Japan is a member, in particular, coalitions on information technologies and demining.

“Japan will provide treatment for wounded Ukrainian soldiers, cooperate with Ukraine in the fields of intelligence and protection of secret information, strengthening protection and reconstruction of critical infrastructure, strengthening cyber and information security, ensuring free navigation and security of sea lanes. Japanese partners will also help with the recovery and reconstruction of Ukraine by involving the private sector and public institutions of Japan in this,” the message reads.

In addition, a separate block of the agreement concerns cooperation in the field of industry, where Japan occupies a leading position in the world. The countries will study opportunities for the development of Ukraine’s industrial base, in particular by involving the private sector, creating joint ventures and conducting research.

At the same time, Japan will continue to support the Ukrainian peace formula, strengthen sanctions against Russia, cooperate in the development of a compensation mechanism, in particular at the expense of sovereign Russian assets, and in bringing the aggressor to justice.

“Japan will also continue to help Ukraine strengthen nuclear security, in particular in the context of the protection of the Zaporizhzhia nuclear power plant,” the message reads.

As noted in the Office of the President, in total, Ukraine has already concluded 16 bilateral security agreements: with Great Britain, Germany, France, Denmark, Canada, Italy, the Netherlands, Finland, Latvia, Spain, Belgium, Portugal, Sweden, Iceland and Norway.

Security agreements with other countries

The US and Ukraine are expected to sign a bilateral security pact on the sidelines of the G7 summit in Italy on Thursday. Several people familiar with the matter told CNN. It is noted that it may be canceled by future US administrations.

US national security adviser Jake Sullivan confirmed that Ukraine and the US will sign a security agreement during the G7 summit in Italy from June 13 to 15 

“Zelensky and Biden will discuss our support for Ukraine now and in the future. After that, the leaders will sign a security agreement,” he told reporters.

      • Seriously, we had our army in Afghanistan, including B-52s carpet bombing the place. But we have to believe with the shitty support Ukraine gets they will defeat the ruSSian Federation???

        • I’m not sure what Biden is up to, or if he’s even following any coherent plan, but it may be that this “shitty support” was never meant to enable Ukraine to win and that the Biden gang is unpleasantly surprised about the strong defence. 🤔

  2. Japan is a generous supporter of Ukraine, but to provide only “non-lethal equipment to Ukraine” is really an outdated stance, regarding the rapidly deteriorating security situation. The Ukraine war has shown that democracies need to support each other’s defence, and that means with weapons. I sincerely hope the big industrial power in Asia will adjust its laws accordingly, soon. There’s no time to waste anymore. 🙁

    • That’s right, Mr. Gray. Indeed, the entire Western world has its work cut out for it to review and redo its strategies that reflect the new reality of today’s world. Certain leaders will not be able to accomplish this feat.
