More than half of the Russian military budget is classified.

Russia’s federal budget expenditures on military items in January-September 2025 set a new record, reaching 11.854 trillion rubles ($142.25 billion), The Moscow Times reported, citing Janis Kluge, a researcher at the Institute for International Security Studies .
Thus, compared to the same period last year, military spending and weapons production increased by another 30%. Compared to 2023 levels, the Russian military budget has increased by 95%, and compared to 2022 levels, by 173%.
The difference from the last pre-war year is even more striking. Compared to 2021, defense spending has increased by 295%, or almost fourfold.
It has been calculated that Russia’s average military spending is $13.2 billion per month, or approximately $19 million per hour.
More than half (59%) of the Russian military budget is classified. Compared to last year, the “shadow” budget has increased by 39%, and is five times larger than the pre-war period.
The Kremlin spent 44% of federal budget taxes and 39% of its expenditures on the war. Both figures were also record-breaking. By comparison, last year, these figures were 39% and 36%, respectively. In 2021, the figures were only 18.4% and 19%.
According to Kluge’s calculations, since the beginning of 2022, the war with Ukraine has cost Russian taxpayers 42.343 trillion rubles, or $542 billion.
Budget 2026: How much will Russia spend on war?
UNIAN previously reported that Russians approved the federal budget for next year.
In 2026, the Kremlin expects to collect 40.27 trillion rubles (518.9 billion US dollars) in revenue, while expenses will amount to 44.06 trillion rubles (567.8 billion US dollars).
Moscow will spend a record amount on the Russian-Ukrainian war. Almost 30% of the budget (12.93 trillion rubles or $166.8 billion) will be allocated to military needs, particularly weapons procurement.
According to experts, Russia is moving into a protracted war mode , but no longer wants to significantly increase its military budget as it did before.
