This was announced by Kharkiv Mayor Ihor Terekhov at the National Forum on Sustainability and Good Governance held in Kyiv, an Ukrinform correspondent reports.
“Today, Kharkiv is the most devastated city among the large cities of Ukraine. 12.5 thousand houses have been damaged or completely destroyed. More than 160 thousand residents of Kharkiv are without a roof over their heads. Yes, we have managed to rebuild 4 thousand houses since the beginning of the war. But this is a complex matter: reconstruction, where to get the funds? When we calculate how much money is needed – and this is 10 billion euros – where to get them? And this is a challenge,” said Terekhov.
He noted that he has repeatedly appealed to central government bodies to amend the Cabinet of Ministers’ resolution regulating the receipt of housing certificates by owners of destroyed housing, so that people who did not privatize their apartment or house also receive compensation.
“The person did not privatize housing. She lived there. “Arrival” – no housing, no nothing. We have been fighting for several years to make changes to the resolution. So that such people can also receive certificates and buy housing. How are they different from other people? And we cannot overcome this wall. The President has already given instructions… And the visa is still there. An inconvenient question? Yes, inconvenient. But it needs to be resolved. These are our people,” said Terekhov.
As reported, the Resolution of the Cabinet of Ministers No. 381 of April 21, 2023 (as amended) regulates the provision of compensation for damaged housing through the “ eRecovery ” program. Resolution No. 600 of May 30, 2023 (as amended) concerns compensation for destroyed housing through the provision of a housing certificate. To receive compensation, you must submit an application through the “Diya” mobile application or the ASC or a social protection agency.
