In turn, the head of Dagestan, Serhiy Melikov, said that the terrorist attack against “brotherhood, multi-ethnic unity and religious indivisibility” of the republic is an attempt to split Dagestan. In turn, the Ministry of Foreign Affairs of Russia complained that terrorists in Dagestan tried to sow inter-religious enmity.

Analysts note that the Kremlin has repeatedly promoted the idea that Russia is a “harmonious multi-ethnic and multi-religious state”, despite xenophobic rhetoric from an active ultra-nationalist community and growing social tensions. ISW emphasized that this Kremlin facade of normality and stability also ignores the anti-Semitic riots in Dagestan in October 2023, the terrorist attack in Crocus City Hall in Moscow in March 2024 and counter-terrorist operations that have increased in frequency in Moscow.

It will be recalled that on June 23, in the city of Derbent in Dagestan, a synagogue, a church and police uniforms were fired upon. In addition, the shooting happened in Makhachkala.
