The United States sent special forces into Venezuela to capture Nicolás Maduro and take control of the country. Trump is now saying that America is in charge of the country and we will be taking their oil. Russia this year signed into law a defense agreement with Venezuela and Putin is unable to or refuses to try and help his ally.
