Azerbaijani President Ilham Aliyev says Russia deliberately attacked his country’s diplomatic facilities in Kyiv — and that it happened more than once.
He made the remarks in a comment to Ukrainska Pravda during the Munich Security Conference in February 2026.

“There were three attacks on Azerbaijan’s energy infrastructure in Ukraine, and there were also three attacks on Azerbaijan’s embassy,” Aliyev said. After the first incident, he said, Baku assumed it might have been accidental and provided Russia with the coordinates of Azerbaijan’s diplomatic missions, but the strikes were repeated twice more.
“Despite that, two more attacks occurred. Therefore, it was a deliberate attack on Azerbaijan’s diplomatic mission,” the president said.
Aliyev added that in response, Azerbaijan issued special statements, informed the ambassador, and submitted a diplomatic note, calling Russia’s actions an “unfriendly step.”
Russia’s Foreign Ministry said it was “surprised” by Aliyev’s statements. It asserted that “when planning strikes, stringent control over targeting data is exercised to prevent harm to civilians, and the locations of diplomatic missions are taken into account.”
