On the night of February 3, Russian occupiers attacked targets in eight regions of Ukraine, primarily heat generation facilities and multi-story buildings, according to First Deputy Prime Minister and Energy Minister Denys Shmyhal .
“Another Russian crime against humanity, an attempt at winter genocide by Russian inhumane creatures. Strikes were carried out with several types of ballistic missiles, cruise missiles, and drones: against high-rise buildings and combined heat and power plants—CHPs and TPPs that were operating exclusively to heat districts in Kyiv, Kharkiv, and Dnipro,” Shmyhal reported.
The official emphasizes that after the so-called “energy truce,” when the enemy was stockpiling resources, the Russians waited for the harshest frosts and returned to their usual practice of terrorizing the civilian population.
“The targets aren’t military. They’re purely civilian: hundreds of thousands of families, including children, deliberately left without heat during the harshest winter frosts, when the outside temperature is -25°C,” Shmyhal said.
As a result of the overnight attack, thermal power plants in Kyiv, Kharkiv, Dnipro, and Odesa sustained significant damage. Serhiy Nagornyak, a member of the Verkhovna Rada Committee on Energy and Housing and Utilities, announced this on Kyiv24 .
“Russia targeted Ukrenergo substations, which are responsible for the transmission and distribution of electricity from nuclear power plants to Kyiv and central Ukraine,” the MP reported.
According to Deputy Prime Minister Oleksiy Kuleba , more than a thousand residential buildings in Kyiv alone are without heat. In Kharkiv, more than 100,000 people are without heat.
“Kyiv. As a result of the strikes, more than 1,100 homes were left without heat, with the situation most severe in the Darnytskyi and Dniprovskyi districts. Residents of the capital have access to water and sanitation. Kharkiv. Due to the Russian army’s attack, heat supply has been temporarily suspended for 110,000 customers in the regional capital. Additionally, more than 15,000 customers in the Lozovskyi district are without heat,” Kuleba reported.
Repair and restoration work is currently underway at the facilities, the Deputy Prime Minister notes.
