Germany recognized the political leadership of the Soviet Union under Stalin as the perpetrators of the genocide.

The Bundestag supported the resolution regarding the recognition of the Holodomor of 1932-1933, organized by the leadership of the Soviet Union, as genocide of the Ukrainian people.
The resolution was supported by the majority of parliamentarians, according to the website of the Bundestag.

“Mass death from hunger was not the result of a poor harvest, but the responsibility of the political leadership of the USSR under Joseph Stalin. The Holodomor is a crime against humanity. From today’s point of view, the historical and political classification as genocide is obvious. The German Bundestag shares this classification,” the text of the document reads. .
German deputies note that in 1932-33, hundreds of thousands of Ukrainians died of malnutrition in the villages. Despite this, the forcible harvest continued.
Berlin emphasizes that the USSR used starvation as an additional punishment. In case of non-fulfillment of the “plans” for harvesting the crop, it was required to confiscate a multiple amount of grain and other products.
“The affected areas were surrounded in order to prevent the escape of hungry residents to the cities and the delivery of food to the regions.”
The deputies recalled that the famine took the lives of millions of people in other areas of the Soviet Union, including in Kazakhstan and along the Volga and Don rivers.
The adopted resolution also emphasizes that the Holodomor in Ukraine falls into the period of the most massive crimes against humanity on the European continent, “these include, in particular, the Holocaust and the crimes of the Wehrmacht against millions of innocent citizens killed as part of the racist German war of extermination in Eastern Europe, for which Germany bears a historical responsibility.”
