Putin was going to annex the Kharkiv region in early September before the counter-offensive of the Armed Forces of Ukraine – ISW

The Russian leadership seemed to have intended to annex the Kharkiv region in early September, but the counter-offensive of the Armed Forces of Ukraine prevented this.

Analysts from the Institute for the Study of War (ISW) came to these conclusions.

On the eve it became known that the Russians during the occupation connected the village of Cossack Lopan (10 kilometers from the Ukrainian-Russian border) to the Russian energy system. 

The connection of the occupied regions is an obvious step towards full economic and administrative integration into the Russian Federation.

“The counter-offensive of the Armed Forces of Ukraine near Kharkov and in the south probably forced Russia to postpone plans for annexation indefinitely,” experts said.

The counter-offensive of the Armed Forces of Ukraine continues in the south and in the Kharkiv region. In the Kharkiv region, Ukrainian forces liberated  more than 300 settlements , in general – 3.8 thousand square meters. km and about 150 thousand people, although the  real number is “almost twice as much” . 

At the same time, it seems that the grouping of Russian troops  on the Oskol River with access to the administrative border of the Lugansk region , where the enemy was able to gain a foothold earlier, may be defeated due to the lack of reinforcements.

As of September 13,  fighting for control over Liman continued , pro-Russian militants and the military left Kremnevaya the day before, but the Armed Forces of Ukraine have not yet entered there. 

In the south, the defenders  continue to hit the enemy’s logistics . The Russians are building up reserves on the left bank. The Armed Forces of Ukraine record isolated attempts by the Russian Federation to storm some sectors of the front. However, after a tough rebuff, the occupiers return without equipment and with losses in personnel.

According to Western analysts, the current successes of the counter-offensive of the Armed Forces  of Ukraine can become a turning point in the war . And they were the greatest  surprise for the Russians themselves , the Pentagon is convinced.
