Russian President Vladimir Putin has said that the Russians have withdrawn from Kyiv “to create conditions for negotiations” with Ukraine.

Details: Putin also accused Ukraine of allegedly not fulfilling the Istanbul agreements, but he did not say which ones specifically. Putin said that since Kyiv is unwilling to keep its commitments, he will not meet with Volodymyr Zelenskyy.

Quote from Putin: “In order to create these conditions (for negotiations), our troops have withdrawn from the centre of Ukraine, from Kyiv. The Kyiv authorities have refused to implement these agreements, although they were practically reached. Therefore, the final result depends, of course, not on mediators, but from the desire of the parties to fulfil the agreements reached. We can see today that the Kyiv authorities have no such desire.”

Background:

  • Davyd Arakhamia, the head of the Ukrainian negotiating group, predicts that negotiations with Russia may resume at the end of August after counter offensives by Ukrainian troops in the captured territories.
  • Mykhailo Podoliak, a member of the negotiating team, said that Russia is proposing negotiations only because it wants to get time to regroup forces and launch a more insidious and brutal offensive.
  • President Volodymyr Zelenskyy said that negotiations will be held only when Russia demonstrates its desire to end the war and withdraw its occupying forces from the territory of Ukraine.
  • Vladimir Medinsky, the head of the Russian delegation at the negotiations, said on 16 June that they allegedly sent their proposals for a peace agreement back in April, but the Ukrainian side allegedly ignored them.

Sergey Lavrov, the Minister of Foreign Affairs of the Russian Federation, stated that they were satisfied with the peace agreement proposal presented by the Ukrainian delegation in Istanbul on 29 March. Nikolai Patrushev, the Secretary of the Security Council of the Russian Federation, stated that Russia wants to reach an agreement with Ukraine “as soon as possible.”

  1. Putler back in his parallel universe. The trail of destruction on the orcs from Bucha to Belarus had absolutely nothing to do with the rapist army withdrawing. It was all to do with negotiations.

    • Yeah, I’m sure trying to take the airport 8 times and failing 8 times had nothing to do with their “goodwill gesture” moving back the mobile crematoriums. It was nice of them to donate a thousand tanks while they were at it…
