Putin loves him, and for a long time

Meduza’s sources, Dmitry Rogozin could go to work in the presidential administration. Perhaps he will become the new curator of Donbass

The head of Roskosmos, Dmitry Rogozin, should soon go to work in the presidential administration (AP) of the Russian Federation. Meduza was told about this by three sources close to the Kremlin, and also confirmed by an acquaintance of Rogozin.

The post that Rogozin will take in the Presidential Administration is still being discussed. One of Meduza’s sources noted that Rogozin is now one of the candidates for the post of head of the presidential administration (other candidates are unknown to Meduza).

Now Anton Vaino is in charge of the presidential administration – he has held this position since August 2016 (this is a record for the duration of work in this post). According to a Meduza source close to the Kremlin, Vaino could be “transferred to work through the diplomatic line.” In the past, Vaino was already involved in this “line”: from 1996 to 2001 he worked at the Russian Embassy in Japan, then for two years at the Foreign Ministry. 

Also, according to Meduza’s interlocutors, the option is being considered in which Dmitry Rogozin will be one of the Kremlin curators of the self-proclaimed DPR and LPR, as well as the territories of Ukraine occupied by Russian troops. In this case, Rogozin will receive the post of assistant to the president or deputy head of the Presidential Administration, taking the place of Dmitry Kozak.

Meduza has already written that after the start of the war, Kozak, who previously oversaw the Donbass, fell into disgrace with the president. After that, the head of the Kremlin’s internal political bloc, Sergei Kiriyenko, became the curator, who after February 24 fell into the new “inner circle” of Vladimir Putin. According to Meduza ‘s sources, Kiriyenko’s subordinates are preparing referendums on the annexation of Ukrainian territories to Russia.

At first, the head of the Kremlin’s department for domestic policy, Andrey Yarin, who is considered an official close to the FSB, was Kiriyenko’s subordinates in charge of Donbass. Then Boris Rapoport, deputy head of the department for ensuring the affairs of the State Council, began to deal with this topic.

“Now Yarin is again very closely involved in the Donbass, Rapoport has returned to electoral affairs in Russia. But in the territories that are planned to be annexed, the scope of work is very wide, the political bloc after the annexation will be greatly dispersed. Therefore, it is better that a separate person is responsible for the Donbass, ”explained one of Meduza’s sources close to the Presidential Administration. Kiriyenko will again concentrate on domestic politics, reducing work in the Donbass to a minimum.

According to Meduza’s interlocutors, if this scenario is chosen in the Kremlin, then Dmitry Rogozin will first be transferred to the Presidential Administration, and then – if referendums on accession do take place – he will receive the post of plenipotentiary in the new federal district formed from the LPR, DPR and other occupied territories. And, most likely, he will receive a vice-premier prefix to the post. Now only the presidential representative in the Far Eastern District, Yuri Trutnev, has it.

“Rogozin is too powerful a figure to be directly subordinate to Sergei Kiriyenko. But with the status of Deputy Prime Minister, he will be more independent,” one of Meduza’s interlocutors close to the Kremlin explained the logic of this combination.

All three of Meduza’s sources emphasized that Rogozin “is in favor with the President”: “The President loves him – and for a long time.” The interlocutors noted that after the start of the war, Putin met twice publicly with Rogozin – on February 27 at the construction site of the National Space Center in Moscow and  on April 12 (Cosmonautics Day) in the Amur Region, where the Vostochny cosmodrome is located. Communication between Putin and Rogozin was very friendly both in February and April.

“At one time [in the middle of the 2000s, Sergei] Shoigu wanted to take away the construction of the Vostochny cosmodrome from Rogozin, but Putin did not allow this to be done,” an acquaintance of the head of Roscosmos gave another example of Putin’s disposition towards Rogozin.

Among other things, according to Meduza’s sources, Putin likes Rogozin’s “dutifulness” and ostentatious patriotism. In his social networks, he regularly publishes “patriotic” content. For example, on June 15, he  called President of Ukraine Volodymyr Zelensky a “clown”, and a few days before that he threatened with a missile attack “cowardly Bulgarians”, “vindictive Romanians” and “Montenegrins who betrayed our common history” and “other Swedes” (after Bulgaria and several other Balkan countries banned the aircraft of Foreign Minister Sergei Lavrov from flying over their territory).

One of Meduza’s sources close to the Kremlin stressed that such statements now only play into Rogozin’s hands: “He loves outrageousness and scandalous activity. He understands that the president likes such behavior, and plays on it.”
