As one of the authors of the document, People’s Deputy Viktor Baloga, noted, the draft law provides for the suspension, under martial law, of the powers of deputies of councils of all levels and leaders of communities from pro-Russian parties – the Opposition Platform for Life, Sharia Party, Opposition Bloc, Nashi, Derzhava “, “Left Opposition”, “Progressive Socialist Party of Ukraine”, “Union of Left Forces”, “Socialist Party of Ukraine”, “Socialists” and “Vladimir Saldo Bloc”.
“ In fact, every second collaborator and traitor to Ukraine, whom the Rashists “appointed” to power in the temporarily occupied territories, is associated with the Opposition Platform for Life. This fact is quite enough to consider that the purpose of creating this political force was, at the right time, to support the seizure of Ukraine by Russia and turn into Gauleiters of the Putin regime. This means that in the interests of national security, a clear legislative mechanism is needed that will allow depriving HLE representatives of power and authority at all levels: from the community to the parliament,” Viktor Baloga said.
As stated in the explanatory note, bill No. 7362 introduces the legal mechanisms and procedures necessary for the legal suspension of the powers of deputies and heads of communities from pro-Russian parties, which are already prohibited by the National Security and Defense Council. In particular, the issue of suspending the exercise of powers by a people’s deputy will be considered by the National Security and Defense Council on the initiative of at least 45 people’s deputies or at least three members of the National Security Council. The issue of suspension of the exercise of powers by a deputy of a local council, village, township, city mayors – at the initiative of the relevant military administration (or regional state administration in the event of the formation of an OVA) or at least 45 people’s deputies of Ukraine.
