The Deputy Minister of Defense recalled that the resolution of the UN General Assembly of 1974 defines aggression as the use of armed force by a state against the sovereignty, territorial integrity or political independence of another state.

This was announced by the Deputy Minister of Defense of Ukraine Anna Malyar on the air of the information telethon.

According to her, the main thing is that on May 9, Putin needs to be shown why he invaded Ukraine on a full scale, because to a lesser extent he did it back in 2014. Now it will be necessary to explain to Russian citizens what all the destruction was for, and what 20,000 lives of Russian soldiers were sacrificed for.

“It is clear that some explanation and motivation will be found. What it will be, there is no difference anymore. All actions and everything that Putin says, by and large, does not matter, because, in fact, the war is already on. , many actions are very unpredictable, but no matter what happens there, it will not radically change the situation,” Malyar said.

Asked how Russia’s tactics might change if Putin declared war on Ukraine on May 9, the Deputy Minister explained that in accordance with the 1974 UN resolution on aggression, it does not matter whether or not war was declared. This is determined by international law in fact.

“If there is a fact of invasion of foreign troops on the territory of the state, if there is a fact of temporary occupation, then this is already a fact. It is like a sunrise. In order to understand that this is a sunrise, no one needs to admit it. war. Therefore, it does not matter here whether he (Putin – UNIAN) declares, whether he declares. Recognizes or does not recognize, “Malyar said.

Commenting on the question of whether it can be considered a refusal to mobilize, the statement of Putin’s press secretary Dmitry Peskov, who denied that Russia would announce a general mobilization, Malyar noted that the Russian leadership is distinguished by its inconsistency.

“This may indicate that mobilization is a very unpopular step in Russian society. Therefore, this is such a decision, or at least they say so. After all, mobilization can also be carried out covertly,” the Deputy Minister of Defense of Ukraine added.
