The State Duma adopted in the second, main reading a bill on the principles of organizing public authority in the regions of the Russian Federation. This was reported on the website of the Russian parliament.
The bill was submitted to the State Duma at the end of September. Some of its main innovations are:
- heads of regions will have the opportunity to run for their post for an unlimited number of consecutive terms (now they can be elected for a maximum of two terms in a row);
- heads of regions will lose the right to carry positions with the word “president” (now the position of president is held by the head of one constituent entity of the Russian Federation – Tatarstan);
- the president will be able to dismiss the heads of regions in connection with the loss of confidence for any reason (now only certain reasons are provided for this ).
After the adoption of the bill for the third time, Tatarstan President Rustam Minnikhanov, Moscow Mayor Sergei Sobyanin and Moscow Region Governor Andrey Vorobyov will be able to run for their post. According to the laws in force, they are not allowed to participate in the next elections.
The State Council of Tatarstan unanimously refused to support the renaming of the post of the head of the republic. However, according to the BBC Russian Service, in order to send the bill for revision, at least 29 regions had to oppose it.
