The Russian government allowed all citizens to travel freely to Finland by train. The corresponding document was published on the official Internet portal of legal information.
This decision was made against the backdrop of the forthcoming resumption of railway communication between St. Petersburg and Helsinki. Allegro trains will start operating on this route on 12 December.
At the same time, entry to Finland for Russians remains limited – holders of residence permits of European countries and family members of Finnish citizens can get there. For tourist purposes, only people vaccinated with drugs recognized by WHO can enter Finland from Russia. None of the Russian vaccines are included in this list.
Since the end of March 2020, Russians have generally been banned from leaving the country through ground checkpoints. Later, the possibility of ground travel to Belarus, Abkhazia and South Ossetia was opened.
