“In all successful European countries, there is no such branch of government as oligarchs. The states work there in the interests of their citizens, and not a handful of the richest. It was for such changes for Ukraine that our citizens voted in 2019,” the head of state said.

It was considered according to a special procedure and only 13 amendments out of 1,270 submitted were considered. A number of deputies were dissatisfied with the special procedure for considering the bill, since they did not have the opportunity to submit their amendments to the bill to parliament.
On the same day, the chairman of the Golos faction, Yaroslav Zheleznyak, said that a collision arose during the adoption of the law on oligarchs. According to him, the deputies want to re-vote Article 5 of the law. “An article about how an oligarch is recognized as an oligarch,” the parliamentarian explained.
In turn, the then chairman of the Verkhovna Rada Dmitry Razumkov thanked the parliament for supporting amendment No. 398, which he initiated.
Amendment 398 proposed to establish that the decision on recognizing a person as an oligarch is made by the chairman of the National Agency for the Prevention of Corruption upon the request of the Commission on Counteracting the Excessive Influence of Persons with Significant Economic or Political Weight in Public Life.
At the same time, amendment # 398 was not put to a vote during the adoption of the law. The deputies voted for amendment No. 406, which provides that the decision to recognize a person as an oligarch is made by the National Security and Defense Council on the basis of a proposal from the Cabinet of Ministers, a member of the NSDC, the National Bank, the Security Service of Ukraine or the Antimonopoly Committee.
On November 3, the Verkhovna Rada eliminated “inconsistencies” in the law on oligarchs, clarifying the powers of the NSDC. The corresponding decision was supported by the deputies by three votes. In the revised text of the law, which is published on the website of the parliament, in particular, its article 5 states that at the request of the person in respect of whom the issue of recognizing her as an oligarch is being considered, and on the basis of the corresponding decision of the National Security and Defense Council of Ukraine, her personal oral explanations are heard at a meeting of the National Security and Defense Council. The revised text of the law also introduces amendments to Articles 7 and 9 of the Law. Throughout the revised text of the law, it is indicated that the body that participates in the process of recognizing a person as an oligarch is the NSDC.
Article 5 also states: the decision on recognizing a person as having significant economic and political weight in public life (oligarch) is made by the National Security and Defense Council of Ukraine on the basis of a submission from the Cabinet of Ministers of Ukraine, a member of the NSDC, the National Bank of Ukraine, the Security Service of Ukraine or the Antimonopoly Committee of Ukraine.

The definition of “oligarch” is not yet correct or fair. An oligarch is pro-Russian, likely holding a Russian passport and his wealth has been accumulated by criminal activity.
That rules out Poro, who has been treated disgracefully by the Zel team.

Hardy, har, har! That’s not only funny but also false. True, we have no filthy oligarchs but we have wealthy people who influence our politics. This does not mean that it is not important to get rid of oligarchs because they are far more harmful to a country than any common rich person.
