The Russian authorities decided to impose restrictions on the use of messaging applications. The new rules will take effect from March 2022.
The Russian government adopted the corresponding document on October 20. Currently, certain provisions have become known to strengthen control over Internet users in the Russian Federation.
Messengers will be required to ask for the user’s real phone number when registering. After they confirm it, they will have to send a request to the mobile operator about the owner of the specified number.
In turn, the operator is obliged to provide all information about the subscriber from the database, that is, passport data, within 20 minutes. If the information turns out to be incomplete or inaccurate, the messenger must refuse to provide services to the user.
In case of successful verification, each Russian citizen will be provided with a unique identification code, which will need to be updated in the event of a change of mobile operator. If the user refuses to do this, the messenger must turn it off within 24 hours.
Opponents of the decision say that in this way the Kremlin is trying to oust foreign platforms. At the same time, domestic Russian messengers will become dangerous for citizens.
