“United Russia” has blocked the proposal of the Communist Party of the Russian Federation to conduct a parliamentary investigation of torture in colonies

The United Russia faction in the State Duma has blocked the Communist Party’s initiative on a  parliamentary investigation into the torture and rape of prisoners in Russia. This was announced on Facebook by the State Duma deputy from the Communist Party of the Russian Federation Alexei Kurinny, who was one of the initiators of the investigation.

As “Dozhd” writes with reference to the  broadcast of the plenary session of the State Duma, Kurinny announced the publication of video recordings of torture of prisoners. He proposed, “given the wide resonance and regular nature of reports of such violations,” to instruct the State Duma Committee on Security and Anti-Corruption to send questions to the Ministry of Justice, the Investigative Committee and the Prosecutor General’s Office.

But the deputy head of the committee, United Russia deputy Anatoly Vyborny, said the committee did not support the proposal. He explained this by the fact that the Ministry of Justice has already begun investigations into cases of torture, and the Investigative Committee has opened criminal cases. In addition, Vyborny noted, the parliamentary investigation will affect the activities of the investigation and the court, which is contrary to the law.

According to the results of the vote, the proposal of the Communist Party of the Russian Federation was rejected. He was supported by 96 deputies (including one member of United Russia – Alexander Polyakov), 261 deputies spoke against (including 258 members of United Russia).

In early October, the Gulagu.net project, which specializes in protecting the rights of Russian prisoners, began publishing videos of scenes of sexual violence and torture in the prison hospital of the Federal Penitentiary Service in the Saratov Region. These videos were given to the project by a programmer who was serving a sentence in the Saratov region and had access to hospital surveillance cameras.

After publication , seven criminal cases were initiated under articles of sexual assault and abuse of office. Five employees of the FSIN, including the head of the FSIN department in the Saratov region and the head of the prison hospital, where, according to human rights activists, prisoners were tortured and raped,  were dismissed.
