The SBU has collected the facts of Russia’s institutional presence in Donbass, in particular, the ongoing “reform” of education, which involves bringing the industry in line with the standards of the Russian Federation.
According to the press center of the department, since 2017, after the decree of the President of the Russian Federation Vladimir Putin, Russia began to recognize the diplomas of higher education of the so-called “DPR”. Now representatives of the self-proclaimed “republic” are trying to add their diplomas to the general register of Russia.
The processes of strengthening the presence of the Russian Federation in Donbass are taking place within the framework of the concept of pseudo-reform, developed for 2016-2021. For 2020-2021 the active phase of reforms took place, according to the SBU, education in the “DPR” is already finishing adjusting to Russian standards.
The security officials also found out that in 2019-2020, graduates of DPR universities accredited in Russia received over 2,500 state diplomas of the Russian Federation. And since 2014, the number of issued diplomas has exceeded 8 thousand.
“The issuance of official documents by Russia to organizations, institutions and institutions within Ukraine proves that the Russian Federation controls the occupied parts of Donetsk and Luhansk regions, manages local processes and strengthens its presence, disguising itself as the structures of the DPR and LPR,” the SBU said.
The security service added that now the head of the so-called Ministry of Education “DPR” is an employee of the state security agencies of the Russian Federation. In addition, according to the department, Russian officials are signing official documents regarding the policy of the Russian Federation in the temporarily occupied Ukrainian territories. For example, Foreign Minister Sergei Lavrov, in one of his letters, agreed to open points for the state examination on the basis of educational institutions of the “DPR”.
As specified in the SBU, all these facts of the institutional presence will be attached to the relevant criminal case as an additional evidence base.
