The Russian government has proposed to disconnect communications from citizens during emergencies. So that the security forces can use it
The Ministry of Digital Development, Communications and Mass Media proposed to give the authorities the right to disconnect any kind of communication for ordinary users during natural and man-made emergencies. The corresponding draft government decree is posted on the federal portal of draft regulatory legal acts.
It is assumed that disconnecting communication for the Russians may be necessary to provide it with “priority users” – the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the FSB, the FSO, the SVR, the Ministry of Justice, the National Guard, as well as the “coordinating bodies of all levels” of the unified system of prevention and elimination of emergencies.
According to the Ministry of Digital Development, such measures may be necessary “in order to ensure that priority users take urgent measures to prevent and eliminate emergencies and their consequences.”
Any communication networks, regardless of the form of ownership, functional purpose and technical characteristics, will fall under the decree.
It is planned that the decree will enter into force on March 1, 2022 and will be valid for six years.
