Prisoners of IK-2 in Angarsk went on a hunger strike to protest the torture. Two people have died in the colony since the beginning of September
Inmates of the maximum security penal colony No. 2 in Angarsk, Irkutsk region, went on a mass hunger strike to protest against bullying and torture. This was announced on the night of September 13 by the human rights project Gulagu.net, citing a source in the regional department of the Federal Penitentiary Service. The relatives of the prisoners confirmed this to Sibir.Realii .
“On formal occasions, prisoners are humiliated, stripped naked, beaten, handcuffed, dragged across the floor and beaten in the locker,” human rights activists say.
According to Gulagu.net, two people have died in the colony since the beginning of September. As Sibir.realii clarifies, referring to the materials of the Federal Penitentiary Service, on September 7, prisoner Zhdanov died there, and on September 9 – prisoner Osipov. For what reason the first of them died, it is not known, in the materials about the death of the second it was said about acute cardiovascular failure.
Human rights activists say that the employees of the colony “fill up both the GUFSIN and the prosecutor’s office with the same type of reports in order to legalize malfeasance committed with the use of special means and violence.” Judging by the special reports of the FSIN to the prosecutor’s office, which are quoted by Sibir.Realii, since the beginning of September at least 10 cases of the use of force against prisoners have been recorded in the colony, and at least six reports of this are dated September 8th.
The press service of the GUFSIN in the Irkutsk region reported that in the colony No. 2 they revealed “a demonstrative blackmail refusal to eat on the part of five convicts.” The condition of the prisoners participating in the hunger strike is monitored by medical workers and employees of the psychological service, the department noted.
In April 2020, a riot took place in the Irkutsk region in the maximum security colony No. 15, located in Angarsk. The prisoners staged a protest because of the torture in the colony, the riot was suppressed by the special forces, and hundreds of people were injured. After the incident, many prisoners were transferred to IK-6 and SIZO-1 in Irkutsk, where they were also tortured. Gulagu.net claims that the head of the colony No. 2 in Angarsk, Roman Skorobogatov, previously worked in IK-15, where he “honed his sadistic inclinations” together with two operatives who also moved to IK-2.
