“Any increase in tension in such a hot place is potentially [fraught with] various provocations. Given the aggressive position of the Ukrainian armed forces, of course, we are concerned about this,” the Kremlin spokesman said.

Peskov stressed that the Ministry of Defense of the Russian Federation and Russian special services have the opportunity to closely monitor the situation near the borders. He noted that the presidential administration cannot monitor the situation in detail. “But nevertheless, we receive information that tensions have significantly increased on the contact line over the past month,” he said.

The press secretary of the President of the Russian Federation added that in this case a great responsibility lies with the media, and mentioned cases of publication of messages that are essentially incorrect, which were later refuted by people from Donbass. “Here you need to be very careful and double-check the information ten times, given the extreme tension on the contact line,” he explained.

Donbass settlement plan

The Kremlin has not received a new settlement plan in Donbass, the creation of which was previously announced in Kiev, Peskov said.

Speaking about possible bilateral contacts between the leaders of Russia and Ukraine, Vladimir Putin and Vladimir Zelensky, the Kremlin spokesman noted that Moscow has not yet received proposals to organize such meetings. “As well as there is no such discrete new plan, which is“ on the table ”, – he stressed. – Here we did not quite understand, because we don’t have anything on the table, we didn’t see any plan.”

Earlier, the media reported that the head of the Ukrainian president’s office, Andriy Yermak, said that a specific settlement plan in Donbass was on the negotiating table, which was proposed by Germany and France and finalized by Ukraine. According to him, this plan “meets the spirit of the Minsk agreements.” The Russian Foreign Ministry said they knew nothing about such a plan.

In addition, Peskov said that Moscow had not received proposals through diplomatic channels to organize bilateral contacts between the leaders of Russia and Ukraine.

A day earlier, a representative of the Kremlin, commenting on the possibility of communication between Putin and Zelensky at a bilateral meeting or within the framework of the Normandy Four (Germany, France, Russia and Ukraine), pointed out that “any meeting, especially at the highest level, should be well prepared “.

Answering a question on Thursday whether the Russian presidential administration had received proposals from the Ukrainian side to organize a meeting of leaders, Peskov said: “Together, we have heard several times the president’s [Ukraine] statements about his desire to assemble the Normandy Four as soon as possible, and this is always discussed at meetings of ministers and at meetings of presidential aides. ” “As for the specific visit or any bilateral contacts, we have not received any specific initiatives on diplomatic channels,” he added. 

A spokesman for the Russian leader answered negatively when asked if there are plans to hold telephone contacts between the leaders of Russia and Ukraine. “Not yet. If necessary, they can be promptly agreed upon, but there are no such contacts in the plans,” he stressed.
