The arrest of Colonel Alpha and the top suspect: the main facts

On Friday, January 22, the chief editor of Censor.net, Yuri Butusov, reported about the incident, which he called “an unprecedented event in the history of the SBU.” According to the journalist, the preparation of a high-profile contract murder was revealed within this structure .

Andrei Naumov, the head of the Main Department of Internal Security of the SBU, was to become his victim . On suspicion of preparing the crime , the colonel of the special forces of the SBU Alfa Andrei Rasyuk was detained, and the former deputy chairman of the SBU Dmitry Neskornomny is suspected of the “order” . “They are looking for him and he is not allowed to leave the country,” Butusov wrote at that time.

The day after the disclosure of this information, on January 23, the SBU confirmed some of the facts voiced  – that “the murder of a special service employee was prevented” and the arrest of “an active SBU employee”.

Later that day, Anatoly Bulich, a representative of the Main Investigation Department of the SBU, gave a briefing, during which he revealed more facts:

• the organizer of the murder “was looking for an executor” and offered $ 50 thousand for the crime;
• the victim of the assassination attempt really should have been the head of the internal security department of the SBU ( Andrey Naumov – ed.);
• the murder was prepared by several persons “ in conspiracy”, “they developed a clear plan for committing a crime”;
• On January 22, an employee of the headquarters of the anti-terrorist center under the SBU ( Andrei Rasyuk – editor’s note) was indeed detained , whom the SBU calls ” one of the organizers” of the crime. The special service said that he was detained ” during the transfer of part of the funds, it was payment for preparation for committing a crime”;
• information that during the arrest of Rasyuk someone ( Neskornomny – ed.) fled already in handcuffs is untrue;
• the SBU denies the version that the crime was part of a ” showdown” within the SBU for the redistribution of spheres of influence, as Butusov wrote about. “Criminal proceedings are not some sort of showdown between the SBU officers, but is a direct warning of the commission of a serious crime. The case is not about some ephemeral redistribution of spheres of influence or financial flows, as they write in the media, “said Anatoly Bulich.

The detained Andrey Rasyuk was arrested on January 23 by the Shevchenko Court of Kiev  – for 60 days without the possibility of paying bail. He was announced on suspicion of violating Part 1 of Art. 14, part 2 of Art. 28 and Art. 348 of the Criminal Code of Ukraine ( encroachment on the life of a law enforcement officer). The punishment under these articles provides for imprisonment for a term of 9 to 15 years or life imprisonment.

On January 25, Yuri Butusov reported that the State Bureau of Investigations and the Office of the Prosecutor General had raised suspicions of SBU Colonel Dmitry Neskoromny of attempted murder of Andrei Naumov. However, this suspicion has not yet been handed over: “His whereabouts have not yet been established by law enforcement agencies. According to the investigation and according to sources Censor.No, close to Neskoromny, he is in Ukraine. They are looking for him, ”Butusov added.

Send the victim to the hospital for six months or kill: other details of the case

The publications Censor.net and ZN.ua published the text of a petition for the detention of the detained colonel of the special unit Alfa Andrey Rasyuk. A number of additional conclusions can be drawn from these materials.

1. The documents do not contain the name of Dmitry Neskoromny , the former first deputy head of the SBU, who is allegedly believed to have ordered the murder. ( “Most likely, the investigation still does not have enough evidentiary arguments to declare suspicion on him. This is indirectly evidenced by the absence of a search in Neskoromny’s apartment, which was supposed to be carried out yesterday [January 22], as well as in Rasyuk’s house […] Most likely, the investigation expects that the court will decide on keeping Rasyuk in custody, and he will testify against Neskoromny, ”writes ZN.ua).

2. The detained Colonel Rasyuk, whom ZN.ua calls “a close person to Neskoromny,” has been looking for the perpetrator since October 2020. He stopped his choice on the person who appears in the petition as “ Oleg”. Rasyuk had several meetings with him ( in the Kiev restaurants Kalina, Yabloko and near the Velur restaurant).

3. At these meetings, “Oleg” was announced the final reward for the assassination attempt ( $ 50 thousand), told about the potential victim  – Andrei Naumov ( showed his photo and the investigation of the Schemes about him), and set the task  – to inflict bodily harm, due to which Naumov had to be in the hospital for at least six months ” or even die.”

4. In several portions, Rasyuk and his entourage gave ” Oleg” an advance payment for the execution of the crime – only $ 6 thousand. During the transfer of the last ” tranche” ( $ 4 thousand), Rasyuk was detained.

5. The SBU has an impressive array of evidence in relation to the suspects – the materials of the petition deal with covert investigative actions, including covert audio and video filming.

Later, ZN.ua , citing its own sources, to the Security Service and the President’s Office released several more important aspects of the high-profile case.

The main motive for the assassination attempt on Andrei Naumov, the SBU investigators consider a career struggle: allegedly Naumov was “the only obstacle to Neskornomny’s getting a high position in the leadership of the Service.” At least this version will be presented publicly, writes ZN.ua.

The operation to monitor Neskornomny and Rasyuk had to be completed ahead of schedule. Neskoromny handed over the car for maintenance, and the SBU feared that wiretapping would be discovered and subsequently destroyed during maintenance. “The service confiscated the car. This circumstance gave an unplanned start to the operation to arrest Rasyuk, ”the newspaper notes.

The amount of data collected from the investigation team is really huge. Dmitry Neskornomny was ” recorded” not only in his car, but also in his apartment. The SBU is preparing to publish some of these materials publicly.

What is known about Neskoromny and Naumov – the alleged ” customer” and possible ” victim” of the crime

Dmitry Neskoromny is 42 years old, he was born in Lugansk. In the same place, in 1999 he graduated from the Lugansk Institute of Internal Affairs of the Ministry of Internal Affairs of Ukraine ( specialty ” Jurisprudence”), and in 2000 – from the National Academy of the SBU. Candidate of Legal Sciences.

In 1999 he began military service in the state security agencies. He started as an operative of the regional department of the SBU, “grew up” to the deputy head of the Main Department for Combating Corruption and Organized Crime of the SBU. He supervised the arrest of one of the “diamond prosecutors”.

In 2018, he was appointed Deputy Head of the Main Directorate of the SBU in Kiev and the Kiev Region.

From July to November 2018, he served as Deputy Head of the Security Service of Ukraine.

From November 2018 to March 2020, he was the first deputy head of the SBU – the head of the Main Directorate for Combating Corruption and Organized Crime of the Central Directorate of the SBU. After that, he was dismissed from a high position, but remained to work in the special service ( “is part of the SBU without a position,” as Yuri Butusov specified).

Butusov also claims that Dmitry Neskoromny ‘s family ” is closely connected with Russia”, and during the war he himself ” repeatedly refused to go to the front.”

“ His wife Natella, according to the Censor. No, is a citizen of the Russian Federation. Sources also claim that three children in this family have Russian citizenship. They have a significant number of relatives in Russia, ”the journalist writes.

According to ZN.ua, Dmitry Neskornomny negotiated his return to high positions in the SBU, claiming the post of the first deputy of the service. On this occasion, he communicated with the deputies of Andriy Yermak, the head of the Office of the President of Ukraine, the newspaper claims ( in particular, presumably with Andrei Smirnov and Roman Mashovets). “Not long before the high-profile events, Neskoromny met with the head of the SBU Ivan Bakanov,” adds ZN.ua.

Andrei Naumov Butusov calls “the right hand and friend” of the SBU chairman Ivan Bakanov. In October 2020, President Volodymyr Zelenskyy awarded him the rank of brigadier general – “just a year after serving in the SBU,” as the chief editor of Censor.net specifies.

Around the same time, a large investigation into Naumov published the draft Scheme. This material says that Naumov worked for 12 years in the Prosecutor General’s Office ( including as a prosecutor of the department for the protection of the financial and economic interests of the state, then as a senior assistant to the Deputy Prosecutor General, then as a senior prosecutor; and during 2015-2017, until his dismissal, he was responsible for the material and technical support of the GPU).

After that, he worked for some time at the State Agency for the Management of the Chernobyl Exclusion Zone.

Andrei Naumov began working at the SBU in 2019, joining the new intelligence service team headed by Ivan Bakanov. “The exact date of his arrival in the special service is unknown. The SBU refused to provide his biography or talk about possible awards and special checks even in response to a request from journalists, ”the Schemes said. Together with his post in the SBU, Naumov received ” immunity” from the publication of his declarations. And the Internal Security Department of the SBU headed by Naumov is one of the most closed divisions in the structure of the special service.

At the same time, in their investigation, the Schemes found out that Andrei Naumov ” uses elite property – cars, a country house in Grebenki, registered with his mother, and an apartment in the capital’s residential complex, which she bought from the manager Khoroshkovsky and a defendant in criminal proceedings, four times cheaper.”

Similar ” portrait” of Naumov was described by Yuri Butusov, calling him “a very rich man, who, in terms of his corrupt influence, far surpassed both Demchina and Semochko under the previous government.” According to the editor-in-chief of Censor.net, over the past year Naumov has “ crushed the spheres of the shadow business of the SBU”, while earlier the main “ decisive” was Neskoromny.

“ Now any questions about customs, criminal cases, everything that needs to be ‘solved’, Bakanov does through Naumov,” Butusov says.

The SBU categorically denies such a background to the conflict or attempts to present it as “an ephemeral redistribution of spheres of influence or financial flows.”

“ It is obvious that different forces are trying to use this situation to their advantage, create a fake soap bubble, trying to tie the president of Ukraine to this story,” Anatoliy Bulich, head of the Investigation Department of the Main Investigation Department of the SBU, said at a briefing on January 23.
