E-mail voting to be possible in Russia

New rules will be applied to local and governor elections.

Russian President Vladimir Putin signed a law on the possibility of distant voting in elections and referendums at all levels. The text of the document is published on the official Internet portal of legal information.

The possibility of electronic voting, as well as voting by mail, is provided for by the amendments to the bill amending Articles 37 and 38 of the Federal Law “On Basic Guarantees of Electoral Rights and the Right to Participate in the Referendum of Citizens of the Russian Federation”.

This bill was adopted by the State Duma on May 13 in the second and third reading. On May 20, the Federation Council also approved it.

Among other things, the law allows the use of the public services portal to collect voters’ signatures and postpone the election of governors in the event of an emergency.

As one of the amendments’ authors, member of the United Russia party Dmitry Vyatkin, said in mid-May, the possibility of distant voting will not extend to voting on amendments to the Constitution of the Russian Federation. According to the MP, the main goal of the relevant changes in the electoral law is to protect the health of voters in the context of the coronavirus pandemic.
