The Verkhovna Rada supported the continuation of the ban on Russian social networks

The sanctions expired on May 15. Today, May 13, the parliament adopted a draft resolution № 3319 “On approval of proposals to extend the period of application of personal special economic and other restrictive measures (sanctions)”.

This was announced on Facebook by People’s Deputy Roman Lozynsky (“Voice”).

“In the morning, I started collecting signatures to hold an extraordinary session of parliament and adopt our resolution. And in less than three hours he needed 150 signatures! And in the evening we have already made a decision at an extraordinary meeting, “he wrote.

At the same time, today the National Security and Defense Council adopted a resolution on the extension of sanctions and submitted it to the President’s Office, the press service of the National Security and Defense Council reported on Facebook .

The members of the National Security and Defense Council of Ukraine have considered in the prescribed manner the proposals of the subjects of contribution, which are defined in Article 5 of the Law of Ukraine “On Sanctions”, on the application of restrictive measures (sanctions). Based on the results of consideration by the majority of members of the National Security and Defense Council of Ukraine, the decision to apply, cancel and amend restrictive measures (sanctions) was made, “the National Security and Defense Council said in a statement.

This decision, among other things, provides for the application of sanctions against Russian social networks and Internet services, including Mail.ru, VKontakte, Odnoklassniki and others.

The relevant draft decree of the President of Ukraine has been submitted to the Office of the President for the implementation of the adopted decision.

According to People’s Deputy Roman Lozynsky, the Verkhovna Rada voted today, May 13, to extend the ban on Russian online resources. The sanctions expired on May 15. Parliaments adopted a draft resolution №  3319  “On approval of proposals to extend the period of application of personal special economic and other restrictive measures (sanctions)”.

We will remind, on May 15, 2017 the president of Ukraine put into effect the decision of the National Security and Defense Council which provides  blocking of Mail.ru, Yandex, social networks «VKontakte» and «Classmates» . On May 17, after the official publication, the  decree came into force .

Representatives of the Council of Europe and  the EU Delegation expressed concern about the blocking of Internet resources in Ukraine  , and representatives of Reporters Without Borders ,  Human Rights Watch , and  Freedom House criticized the decree  . At the same time, NATO has said that blocking websites is a  matter of security, not freedom of speech.

The European Union  later acknowledged that the protection of national security was the prerogative of the Ukrainian government in blocking Russian Internet resources.

On April 10, 2020, the Security Service of Ukraine  proposed to extend the sanctions on Russian social security for another three years . Relevant proposals were made by the head of the Security Service of Ukraine Ivan Bakanov to the National Security and Defense Council of Ukraine.

On April 23, Bakanov  announced that he had made additional proposals to the National Security and Defense Council . In particular, he proposed to extend sanctions not only against Vkontakte and Odnoklassniki, but also against Yandex, Mail.ru, Doctor Web, Kaspersky, 1C and Parus. The head of the Security Service of Ukraine also proposed to create in Ukraine a Unified Register of software approved for use in state information and telecommunication systems.

On April 24, 2020, the National Security and Defense Council of Ukraine  prepared a draft decision on the application of sanctions against Russian social networks and programs.
