OSCE Special Monitoring Mission should provide full and unobstructed access to Crimea under occupation

At the European Security and Cooperation Organization meeting, it has stated that the OSCE Special Monitoring Mission should provide full and unobstructed access to Crimea under Russian Occupation.
At the meeting organised by the OSCE Permanent Council on February 6, 2020, delegations from the USA, the European Union and Ukraine drew attention to the obstacles in front of the OSCE Ukraine Special Monitoring Mission’s access to occupied Crimea.
Also, the OSCE Special Monitoring Mission made the following expression on the subject:
“Full and unobstructed access to the occupied areas of Ukraine should be provided. This situation applies to the occupied Crimea and the city of Akyar (Sevastopol) as well.”

That’s really going to get the Kremlin crapping themselves. How about, if access is denied from today, you’ll be booted out of the OSCE? Seeing as Russia run this organisation, that’s not going to happen, so the next best thing, ban the OSCE from entering Ukraine. Could things get any worse with no OSCE in Ukraine?

Just a technical question from an American, who do the OSCE report to? PACE? Is there no legal trigger when a state is violating their rules?

The answer to your question seems to be Russia.
“On 18 July 2018 it was revealed that Russian intelligence services received inside information about the activities of the OSCE Special Monitoring Mission to Ukraine from a staff member of the OSCE. The insider information consisted of observer’s preference to alcohol, women, their financial situation, and their contacts in Ukraine. The OSCE issued a statement expressing concern over the alleged security breach.”

If I know mafia land well, and I think that I do, this appeal is a total pipedream. I hope those who wrote thought out this request know this as well, otherwise, they are knuckleheads.
