Russian media: The exchange of prisoners is hampered due to the refusal of detainees to return to ORDLO

Several dozen people whom Ukraine was preparing to transfer to the so-called “ DPR” and “LPR” as part of the exchange of prisoners did not want to return to the occupied territories, Kommersant writes .

The Russian edition, citing a source, reports that about forty people from among those whom the Ukrainian side was preparing to transfer refused to participate in the exchange.

The interlocutor did not name all the reasons for the refusals, noting only that among the refuseniks there are both those who do not want to return to the occupied regions of Donbass, and those who wish to serve the sentence and thereby close the issue of criminal prosecution in Ukraine.

In addition, according to the media of the Russian Federation, at a meeting of the Trilateral contact group ” representatives” so-called ” LC” demanded legally ” clean” ( ie close commence criminal proceedings) exchanged persons, which was the reason that the exchange has not been able to agree.

The second source of the Russian newspaper confirmed the information about the refuseniks, without giving their number.

According to the publication, initially during the negotiations on the exchange it was about the verification of the voluntary refusal, which was requested by the representatives of the Ordlo, by representatives of the International Red Cross. However, the “ authorities” of the so-called “ DPR” and “LPR” opposed this and insisted that the check be carried out by the coordinator of the TKG humanitarian affairs subgroup Tony Frisch, to whom the representatives of the militants have confidence.

The newspaper writes that Frisch will be able to begin the verification, which provides for meetings with refuseniks, only after Catholic Christmas on December 25.

The day before, in Minsk, the parties did not agree on the date of the exchange of held persons, nor did they determine the date of a new truce , declaring their commitment to establish a “ silence regime”, which was announced in July 2019.

The representative of Ukraine in the political subgroup of the TG Alexey Reznikov said that in 2019 the work will continue in the form of video conferences.

At the same time, the representative of Ukraine in the humanitarian subgroup of the TKG Valeria Lutkovskaya said that there are still chances for an exchange of held persons by the end of 2019 .
