250 people are held captive by Russian-backed militants in Donbas.
“Within the framework of the Trilateral Contact Group for Peaceful Settlement of Situation in Donetsk and Luhansk regions, 250 people are defined as illegally imprisoned in the temporarily occupied territories of Donetsk and Luhansk regions as of December 16,” the Security Service of Ukraine wrote in response to an inquiry from Radio Liberty.
Late October, the Security Service of Ukraine reported in response to an inquiry from Radio Liberty that 245 people had been illegally imprisoned in Donbas.
On December 27, 2017, the large-scale exchange of detainees between the Ukrainian side and Russian-backed militants took place in Donbas. It was planned under “306 for 74” formula. On December 27, 74 people were transferred to the Ukrainian side, but one person decided to stay in the militant-controlled territory. Kyiv turned over 233 people.
On December 9, in Paris, the leaders of France, Germany, Ukraine and Russia agreed, in particular, on the exchange of detainees under the “all for all” formula between Ukraine and Russia until December 31.
