The explanatory note reads the bill is necessary to reform Ukraine’s natural gas and electricity market in order to ensure its liberalization, efficiency, transparency and further integration with the European Union market.
The Verkhovna Rada, Ukraine’s parliament, on Friday adopted in the first reading bill No. 2239-1 on the unbundling of the Naftogaz of Ukraine. The relevant decision was backed by 286 MPs registered in the session hall. For the second reading, the bill will be prepared in the short term, which was backed by 260 MPs, according to the Government portal.
On October 17, the Verkhovna Rada Committee on Energy, Housing and Utilities Services voted for the draft law of Ukraine “On amendments to certain laws of Ukraine in connection with the unbundling of natural gas transportation activities” (No. 2239-1).
The bill is designed to ensure international obligations of Ukraine are met and appears a prerequisite for certification – to confirm the compliance of Ukrainian laws in the energy sector with those of the European Union.

The unbundling of the Naftogaz of Ukraine is a proof that Ukraine’s legislation in the energy sector will be in line with the European legislation from January 1, 2020, while the state remains 100% owner of the Ukrainian gas transportation system.

Putin’s ego couldn’t stomach the thought of actually paying Ukraine. That would show him to be weak to his adoring public, hence the BS schemes they are coming up with.

The cornerstones in all of this are efficiency and transparency.
Efficiency generally is a vital point in today’s field of energy worldwide in the face of limited fossil fuels and atmospheric pollution. It is also important for the pocketbooks of the people. Transparency is a vital component in corrupt nations, which, unfortunately, Ukraine is still a part of.
